If you find yourself unable to open the executable .jar on a windows machine the issue may be that the .jar file is not associated with the Java Virtual Machine you need to run it, please follow the steps below and see if it rectifies your problems, thanks!
For Windows 7:
Start “Control Panel”
Click “Default Programs”
Click “Associate a file type or protocol with a specific program”
Double click .jar
Browse C:\Program Files\Java\jre7\bin\javaw.exe
Click the button Open
Click the button OK
